Money chain, cruel estate flat public

Unless and until the Govt. takes strong action to absolutely stop the free access to public funds by any Tom, Dick and Harry; our land will remain a safe haven for fraudsters and will continue to cheat the public off their hard earned money under the pretext of money chain , flats and other real estates, overseas recruitments or any other business. It is high time the Govt. machinery awakes from its deep slumber and interferes to control the management of such funds which amounts to billions of Rupees. As suggested, the actions to curb these malpractices should be absolutely fraud proof.
Here below are my sugestions. May be the Govt. could consider these while framing new rules to control the management of public funds.
1. No person is authorized to collect any funds from the public under any pretext.
2. The promoters of any business or project, who want to collect funds from the public, shall first get an NOC from the local police station and the NOC number shall be furnished in all their official documents.
3. The promoters shall open a special bank account PFB A/C (Public Funds’ Bank Account) in any of the scheduled bank’s local branches.( It is reported a similar a/c is in practice in Dubai )
4. The bank shall get all the documents necessary for opening the PFB A/C including (a) copy of NOC from the police station and (b) a detailed project report showing, among others, the period required to complete the project, the date of starting, the expected date of completion and the various stages involved and the money required to complete each stage.
5. All collections from the public for a particular project shall be directly credited to that particular PFB A/C only.
6. The promoters shall never directly collect any fund from the public and the public shall not pay any money to the promoters directly.
7. The funds required to complete the first stage of the project shall be deposited by the promoters themselves in the PFB A/C.
8. Once the project is approved by the concerned Govt. Dept., the promoters can withdraw the funds for the completion of the first stage.
9. The bank is authorized to pass the cheque for the first stage only after the approval of the project by the concerned govt. dept.
10. The bank shall not pay any money from the PFB A/C before it gets a certificate of completion of each stage from the consultants and the bank reconfirms such completion by a physical verification by its own officers.
The above steps shall ensure the following:-
1. The bank shall work as the authorized and responsible custodian of public funds for each project until it is completed and delivered to the customers.
2. The investors can sleep peacefully because their money is safe with their trusted banker.
3. The promoters will never be able to cheat the general public, which they could easily and comfortably do until now, just by printing and distributing a few superior quality brochures.
4. There is no question of the promoters disappearing with the customers money because they do not have any access to the public funds as the new policy shall be “ DO THE WORK AND THEN GET PAID “
The general public has already lost billions of rupees. How much out of these the Govt. can recover? And how much of the taxpayers money again will have to be used for the investigation processes?
Let there be proper, effective and sustainable rules and regulations before new breeds of economic offenders are created.

Taming the rain water

We all do know the earth’s surface is drying up. And at the same time the underground water is being exhausted at an alarming rate. If we do not take any corrective action NOW, the future of LIFE on the planet is at stake.

The only solution is to saturate the earth’s underground with rain water. This can be achieved by adopting the following systems meant, among other important things, for the underground and over ground distribution of rain water.

1. SUBMERGED WATER WELLS SYSTEM, ( SWWS). Retain , Reserve , Distribute and Recharge the rain water

2. OVERGROUND WATER DISTRIBUTION SYSTEM (OWDS). Ensures continuous supply of water to the SWWS

OWDS consists of the existing major dams ,innumerable interconnected minor dams and interconnected concrete super reservoirs built over the ground scattered all over the country, at least one in each village. The dams can be considered as the Primary sources and the interconnected reservoirs as the Secondary sources of water for the SWWS.

Water can be released from these sources as and when required. The Primary and Secondary sources together ensure the SWWS is always filled with water to the top, irrespective of the quantity of water taken out from the SWWS.

An array of interconnected minor dams can be built at appropriate places along the mountain valleys, without seriously affecting the ecology. It is possible to revive the dead and or dying rivers if sufficient interconnected minor dams can be built to hold the rain water flowing from the mountains.

If there is no water, there is no life because water, we know, is one of the primary ingredients of life. We can say it is a boon to life and life activities. But when in excess, it can easily be a killer of terrestrial life. Energised water has the power to kill, destroy and devastate everything on its way and every year /season, it is demonstrating its might and fury over the helpless inhabitants of the earth.

Therefore let us all work together and tame the rain water to save us from global water shortages as well as of damages from extreme flow of rain water But dreaming of total flood control will be like asking too much. However, there is a remote possibility, as the numerous minor dams are interconnected and therefore of huge combined capacity. Artificial lakes may also be constructed on the path of the flows.

GREENING THE DESERTS

Years back oasis were the only green spots in the deserts. A gift from the Almighty where He made available the primary ingredient of life – the water. Plant and animal life flourished around the oasis. Definitely they were the life spots in the deserts.

But now the picture has completely changed. In the modern age there are a lot of green spots – small household gardens to big public gardens and parks spread across the cities and capitals in the region. They are also the beauty spots of the cities. The governments deserve appreciation for taking special care and spending lots of money to make and maintain such gardens and parks as part of their plans to green the deserts.

But greening the deserts is quite different from gardens and parks. What we need is a perfect sustainable environmental system .For that there should be biodiversity –which requires or demands wild growth and coexistence of various micro and macro animals and plants wherever possible. And most important, the proper functioning of the Natural Systems.

The primary ingredient required to support biodiversity is the water. So the immediate response will be to discard such ideas arguing it is impossible or impractical in the deserts where the governments are struggling to provide even drinking water to its people. Then how the human beings will spare water for establishing biodiversity?

We know availability of water promotes biodiversity. But the most interesting and important aspect to be understood well is that the biodiversity ensures the presence of water. Ie on the terrestrial land the presence water and the existence of biodiversity are interrelated. In other words if there is biodiversity, water definitely will be there or vice versa. This is not a mathematical equation. It is a biological equation or it can be described as a natural formula.

It is observed water in the wells in areas where the trees and other vegetation are abundant, sustains for a slightly longer period between the seasons because the presence of vegetation retains moisture content in the soil which slowly drips into the earth and ultimately reaches the underground aquifers. This is what we, the world have ignored until recently. Now let us use this formula to green the deserts

In order to understand the necessity for biodiversity and the natural systems, it is essential to have at least a general idea of THE LIFE and THE NATURE.

THE LIFE

The most important aspect of life is that all the living beings are interdependent for food and other activities. Also there are many species of animals that depend only on plants for their food. In this intermingled food chain, the death or extinction of any species of animals or plants is going to affect the existence of many others and ultimately will destroy the natural balance. The structure of life is such that independent existence is impossible, especially for animals. The point to be understood well is the earth is not meant for the human beings alone. I.e. we cannot clear the area of all 'unwanted' plants and animals and live happily ever after.


THE NATURE.

The nature is the mother of all living forms on the earth. It is through her lap that the life on the earth flows uninterruptedly. She protects "us", the millions of living forms on the earth and provides all the basic requirements of life. Like our own mothers, in order to protect us, she also takes care of her own life by maintaining the natural balance.

THE NATURAL BALANCE

The nature maintains the natural balance through various NATURAL SYSTEMS that functions in the same way as that of the biological systems in the human body.
For e.g. we all know there is a respiratory system to keep the atmospheric air fresh and healthy. There is a circulatory system to distribute the life blood of nature, the water, to the various parts of the earth. A system to regulate the climate. And a miraculous system to control the population under each type of living being! The modus operandi of which is known to Her only
Or we can say, is beyond our comprehension, and may be at least for the time being.

The nature enacts or enforces these systems through the LIVES of plants and animals themselves. i.e. life and nature are two inseparable parts of the same phenomenon held together through the natural systems. In other words, failure of the natural systems will lead to the destruction of the natural balance and ultimately the death of nature. That is why today we have many deserts in different parts of the world – either the natural systems were destroyed or there were none from the very beginning. For eg. UAE is made up of sedimentary rocks below on top of which there are deposits of sedimentary soil which are excessively saline and therefore does not support plant life. So if we are able to overcome the problem of salinity and extreme temperatures, ie if we are able to create favorable conditions for the growth of plants, we can slowly establish the biodiversity and the natural systems here.



HOW CAN WE ESTABLISH BIODIVERSITY AND THE NATURAL SYSTEMS IN THE DESERTS ?

We are not living in the SILURIAN period of the PALEOZOIC era (SILURIAN period 438 million years ago when the land plants started to appear on the earth). We have come a long way on the road of Evolution. The Nature has already evolved lots of animals and plants which are flourishing on different parts of the earth where the conditions are favorable to their growth. Therefore once the favorable conditions are created (which man is capable of accomplishing), a lot of micro plants and animals will automatically appear there because the propagation mechanism of such lives are already in the air. Other macro plants and animals will have to be slowly introduced into such areas.

The most important obstacles in the way of plant growth in the deserts is the excessive salinity of the sedimentary soil and the extreme temperature which does not promote any sort of plant growth except desert friendly plants.
The following steps will help to create a favorable condition that will slowly transform the area into a biodiversity.







STEPS REQUIRED AND RESULTS EXPECTED


1. Landscaping.

Landscaping has to be‘ladder’ style in slabs from lower to higher slabs. ‘Ladder’ style landscaping will stop for ever further salinity of the soil. New layers of soil mixed with decaying plant leaves( Ref. item 2) will be formed over the existing saline soil and the saline layer of soil will be slowly pushed further down as deposits of new layers occur, which will be a continuous process.

Any salinity that comes over the top layer will be washed off by tiny drops of condensation water or by the flow of rain water from the upper strata, if and when it rains. It is practically impossible to remove the salinity of the existing soil.

2. Growing desert friendly plants in abundance.

Manual watering is not required since such plants absorb the required water for growth from the atmosphere. A lot of grasses and other small shrubs will grow below the shade of the plants. The soil will always be moist due condensation of water which will further enhance the growth of other micro plants and animals. Slowly new layers of soil mixed with decaying leaves will come over the original saline soil.
Once a layer of grass is established on the soil which was loose until now , the possibility of dust winds will also be highly reduced or will be nil. This in turn will minimize or nullify the chances of additional salinity through sand storms

3. Introduction of more leafy shrubs.

After two years more leafy shrubs from other locations of less temperature can be tested. These shrubs are sure to grow as there is a canopy of green leaves overhead and moisture in the soil.

4. Introduction of earthworms.

Earthworms can be introduced once the top layer is almost 15cms. Earthworms play a very important role in agro ecosystems. Their feeding habits decompose plant litter and convert them into rich top soil. They also make the soil porous. Porous soil renders root growth, water infiltration and gas exchange easier. All these further help the growth of plants.

5. Introduction of other ‘Decomposers’

Other decomposers (other than earthworms) include nematodes, bacteria fungus, protozoa etc. These can be introduced even after the first year.

6. Introduction of new higher plants and animals.

Plants and animals of higher order can be introduced after a period of four years.


7. Create a forest.

The process of forestisation should be introduced and continued throughout the desert. The possible desert areas may be divided and leased to different people before or after landscaping. The development of the forests shall be by the leaseholders.

Within ten to fifteen years a new forest with a thick growth of desert plants, various grasses and shrubs, micro animals and plants together with the introduced verities will be created. And definitely it will have an effect on the climate in the area.

Greening the deserts is highly important since at present the world is passing through one of its biggest challenges – increased global warming.
.
Remember, until now the world leaders have not yet reached a plan of action for the reduction of GHG emissions. And we do not know what will happen in Copenhagen in December 2009.Therefore ,if the desert countries do not take immediate steps for greening the deserts , chances are likely they will end up by paying a heavy price as compensation (or carbon trade or whatever) for not offsetting the GHGs emitted by the life activities in such areas.

REQUEST TO THE EPAs OF THE WORLD

One of the three most important challenges the world is facing today is the GLOBAL WARMING and the world also knows very well that the causes of global warming are the ever increasing concentration of GHGs in the atmosphere. However, in spite of a lot of discussions, seminars and summits, until now the world leaders could not yet reach an effective plan of action for the reduction of GHG emissions. And we still do not know what will be the outcome of the summit in December in Copenhagen. Even if they reach a consensus, the period of implementation is likely to be too prolonged, as the heads of states may not compromise economic development for reduction in the emission of GHGs.

Therefore, under the circumstances, let the discussions, seminars and summits continue as planned .But simultaneously let us also TRY WAYS AND METHODS OTHER THAN THE REDUCTION OF GHG EMISSIONS to reduce the global warming.

1. Offset the CO2 in the atmosphere. (By promoting wild growth of plants in all uninhabited areas.)
2. Reduce or regulate the atmospheric temperature (BY creating a “GREENOSPHERE “ )
In order to achieve the above two, you know very well, what we primarily need is the water. So unless the global water crisis is solved, the reduction of global warming will only remain a mirage.
The responsibility to protect the environment should primarily rest with the land owners however small or big be the area of the land owned. Hence I request the EPAs of the world to force the respective governments to enact the required laws to legalize such responsibility of the land owners. New rules and regulations or amendments to the existing rules if any, to the following effect are suggested:-

1. Except in cities and thickly populated areas , all lands shall have interconnected water wells of small radius at the rate of at least 5 Nos. each per acre.(SUBMERGED WATER WELLS SYSTEM- SWWS)
2. All land owners shall be responsible to arrange (sand/soil) barriers of one to two feet high in their land in order to prevent the immediate run off of precipitation water and also to direct the precipitation water into the nearest well in the area.
3. Each land lord shall be required to promote wild growth of shrubs and trees in such lands which are uninhabited or not used for agricultural farming.
4. In other areas where ever possible the land lord shall create a “greenosphere.”
5. Non compliance with the above rules and regulations shall be treated as a criminal offence and such land owners are liable to be prosecuted as their actions or inactions promote complete destruction of LIFE from the planet earth and the punishment shall include attachment of ownership to the government.

The first two steps shall guarantee the availability of water in all places all the time wherever there are inter connected water wells.
Steps 3 and 4 will ensure that except in agricultural areas, almost all the terrestrial area of the earth shall be covered by a green blanket either by forest or greenosphere and will protect the earth from the infra red radiation and therefore the direct heat of the sun thereby reducing to a great extend or regulating the atmospheric temperature.
Step 5 will render it mandatory for the land owners to protect the environment over the land under his ownership.

If the governments formulate laws so as to make it mandatory for the land owners to implement steps 1 to 5, then
A. That will provide the world with a permanent solution for the water crisis.
B. Reduce the atmospheric temperature to a great extend in hot regions.
C. There will be a tremendous reduction in global warming.
